In this context, as early as November 26, 1997, the former China National Textile and Apparel Council reported to the State Economic and Trade Commission the proposal proposal for the “New Type of Dyeing and Finishing Equipment and Process Technology” project. This project received the support of the state. The State Economic and Trade Commission entrusted China International Engineering Consulting Corporation in February 1998 to conduct the assessment. Subsequently, China International Engineering Consulting Corporation organized relevant departments and experts to conduct research on printing and dyeing enterprises in Zhejiang, Shanghai, Jiangsu, and textile machinery enterprises in Shanghai, Jiangsu, Zhejiang, Hunan and Hubei, and in July 1998. The argumentation meeting was held successively and the demonstration assessment report was written. The China Textile Association compiled the supplementary report of the project according to the demonstration. The State Economic and Trade Commission quickly approved the implementation of the project.

At the same time, it also considers the use of printing and dyeing machinery and equipment after the successful development of the use of units, including the production of cotton, polyester-cotton, apparel fabrics and production of chemical fiber simulation fabrics of technological transformation.

This project has two characteristics. First, the products developed are targeted, and they are all key process technologies and equipment that address the needs of the textile printing and finishing market. The second is the close integration of the research and development of machinery and equipment, and the use of printing and dyeing technology, which has achieved immediate results.

Through the implementation of more than two years, this project has achieved gratifying results and produced good corporate and social benefits. High-efficiency washing, steamer washing and high-feeding units in high-efficiency desizing and pretreatment facilities have been improved with new improvements; uniform rolling mills, reduction steamers, bake machines, and new-type pad dyeing machines in continuous pad dyeing machines. Efficient evaporating and bleaching machine has been adopted by Hebei Ningfang Group. The specifications of magnetic bar rotary screen printing machine have achieved 12 sets of colors and 16 sets of colors.
